The Water Position Becomes Difficult to Defend

For years the Archive maintained a clean and defensible position: Nico hates water. This was easy to defend when the evidence consisted mostly of him standing safely on shore and regarding the ocean as somebody else’s problem.

Then the photographs became unhelpful. Ankle-deep became chest-deep. Chest-deep became standing calmly in clear water while making direct eye contact with the person holding the camera. At no point did Nico issue a formal retraction of the no-water policy.

The current doctrine is therefore narrower: being in water is not the same thing as wanting to be in water. Legal remains confident this distinction can survive.

Sailboat Supervision

Nico did not request command of the sailboat. He did, however, spend enough time on the foredeck inspecting lines, fittings and suspicious edges that the distinction between passenger and senior officer became increasingly academic.

The sail stayed up. The boat stayed afloat. The humans continued operating under the impression that they were responsible for navigation. Nico offered no formal correction to this misunderstanding.

He simply continued the patrol.

The Coastal Geology Programme

Some shorelines provide sand. Others provide improbable rocks, tidal shelves and elevated positions from which a dog can conduct a much more authoritative inspection of the sea.

Nico repeatedly selected the latter. A good rock solves several problems at once: the paws remain mostly dry, the horizon becomes visible, and everybody below appears briefly less important.

The photographs make ordinary beach walks look like federally funded coastal surveys. The Archive accepts this benefit without further inquiry.

The Beach Office

Nico’s preferred beaches have never needed to be pristine. Sand, driftwood, questionable smells and enough room to inspect the horizon are more useful than postcard perfection.

At a good beach, the distinction between recreation and field work disappears. Sitting becomes observation. Sniffing becomes sampling. Lying down becomes a temporary branch office.

The ocean may remain nearby provided it respects the established terms.

Joint Lake Manoeuvres

The lake files are especially damaging to the official water doctrine because they contain witnesses. Here Nico is not merely near the water; he is participating in it while another dog appears to be doing the same thing voluntarily.

Traditionalists argue that friendship can compel unusual conduct. Revisionists point at the photograph and laugh.

The Archive has preserved both positions indefinitely.

The Grey Beach Vigil

The sea had returned. Nico had hoped the matter was settled.

From a carefully selected position well above the wet-sand line, he observed the Pacific with the reserved suspicion normally directed toward vacuum cleaners, unexpected baths and people who say the word ‘walk’ without immediately producing a leash.

For several minutes nothing happened, which Nico correctly interpreted as evidence that his presence was working. He maintained the vigil until the ocean continued being an ocean, at which point the operation was declared inconclusive.

The Shallow-Water Exception

For years the Archive maintained a simple position: Nico hates water. Then this photograph surfaced.

Revisionists immediately claimed it proved a lifelong enthusiasm for aquatic recreation. Traditionalists countered that the water is extremely shallow, the weather appears warm, Nico is mostly lying down, and at no point does the evidence show him voluntarily swimming like some kind of maniac.

The official finding therefore recognizes a narrow exception: water may be tolerated when it behaves sufficiently like a warm transparent floor.

The Pebble Beach Signal

At 13:14, without warning, Nico transmitted a signal.

The meaning of the single-eye closure remains disputed. Early analysts classified it as a wink. Others argued for wind, sand, glare or a momentary eyelid event. This mundane interpretation was rejected on the grounds that it was dramatically unsatisfying.

Nico never clarified the signal. The Archive has consequently preserved it at the highest available classification: probably something.

The Sandstone Annexation

The formation was encountered during routine exploration and immediately recognized as defensible.

Nico entered the cavity, turned, and sat with sufficient solemnity to transform several million years of coastal erosion into an office. The structure offered overhead protection, commanding sightlines and a surface composed almost entirely of interesting smells.

Occupation lasted only a few minutes. Cartographers nevertheless marked the location as a temporary NicoNet field headquarters, coastal division.

Operation Absolutely Not

Forecasts called for rain. Preparations were made. Nico was issued protective equipment.

The equipment was technically successful: it covered much of the dog. Everything else about the operation was more difficult to defend. The expression recorded here has been cited in subsequent procurement hearings as evidence that waterproofing and dignity are separate engineering requirements.

The walk proceeded. Nico survived. The coat remained green. No party emerged entirely satisfied.

The First Maritime Miscalculation

Early in his coastal career, Nico entered the shallows under circumstances that remain poorly documented.

The photograph captures the exact stage at which curiosity appears to have collided with new information. The ears are forward. The eyes are attentive. The paws are, regrettably, wet.

Later coastal doctrine would become considerably more cautious. Historians now view the incident as formative: one does not develop a sophisticated anti-water policy without first conducting field research.

The Lake Deliberations

Nico arrived at the lake and was immediately presented with a contradiction.

It was beautiful. It smelled excellent. It contained fascinating shoreline material. It was also, in a development nobody had properly disclosed, almost entirely made of water.

He considered the matter from shore. The resulting silence has since been interpreted as one of the great philosophical statements of the Nico period: appreciation does not require participation.

The Pacific Boundary Survey

This image became the unofficial official portrait of Nico’s coastal administration.

He stands before the Pacific with the calm authority of a dog who accepts jurisdiction over the beach while declining responsibility for the ocean. The distinction is central to understanding Nico maritime policy.

Sand, driftwood and smells were welcomed. Waves were permitted to remain at a respectful distance.

The Salmon Inquiry

The object was encountered during routine coastal operations: one salmon, no longer participating in salmon affairs, positioned directly within Nico’s area of professional interest. The smell was immediate. The implications were enormous.

Nico approached with the caution expected of an experienced investigator. The specimen was inspected from what archivists describe as a tactically appropriate sniffing distance. For several moments he appeared caught between two principles: suspicious things should be investigated, and sufficiently smelly things may also be food.

No formal tasting authorization was granted. The inquiry concluded with the salmon intact, Nico informed, and accompanying personnel considerably more motivated to leave than the lead investigator.
